MS17-09-W10: Windows10.0-kb4038782-x64_delta-RS1.msu failed to install on Windows 10 Clients with build 1607 and 1703
Review of Client's registry; found KB4041691 had a current status: 40, instead of 70 to be considered successful.
Confirmed other Software Update Tools displayed this Software Update as vulnerable, yet when ran manually, the Software Update returned: Failed to Install.
Moreover, found when the Servicing Stack Update was installed; KB4038782 was able to install without failures through Patch Management Solution.
Lastly, tried repair tool using the DISM command; failed to execute.

Software corruption on the Operating System (OS) evel with recent Windows 10 updates confirmed by Microsoft.
Reviewed the Servicing Stack update as outlined from Microsoft: https://support.microsoft.com/en-us/help/4049065/servicing-stack-update-
for-windows-10-version-1607-and-windows-server "This update makes stability improvements for the Windows 10 Version 1607 and Windows Server 2016 servicing stack." and found that this update set the corruption in order, but confirmed with Development that this update is not a pre-requisite to Software Updates managed within the MS17-09-W10 Software Bulletin.

Workaround: Installed Servicing Stack update set the software in order to allow installation of the MS17-11-W10.
