Opened the Console > Actions > Software > Patch Remediation Center; highlighted Adobe Bulletin (Ex. APSB17-32), right-click > Download Packages; found the process fails.
Network tool shows the ftp.adobe.com site appears to use load balancing, for there are two IP's being accessed; either 220.127.116.11 or 18.104.22.168. Found the logs display errors every time the traffic is directed to use 22.214.171.124.
Failed to download Adobe Bulletin
Appears there is a bad URL from vendor's site failing to manage distribution of Adobe Software Updates.
Please contact Adobe Support for further review of download management from the vendor.
Workaround: Found editing the host file on the SMP Server; forcing the download through IP 126.96.36.199 resolved the issue.
