When the GetSharedSecret process uses the activation code to generate the Token ID, error 19969 occurs on the device
Code=19969 "Internal Error" (4E01)
This occurs if the request does not get a response from the VIP Service. Check connectivity to the https://services.vip.symantec.com URL while provisioning the credential from the mobile application. If connectivity does occur from the device and the request is reaching the VIP Cloud, please open a case with Symantec Support and allow them to check the state of the Activation Code in the VIP Cloud.
