Cannot add SMP server to gateway. "Error: Web exception occured during Server certificate request: The underlying connection was closed: An unexpected error occurred on a send"

Issue/Introduction

Trying to add the SMP server to the CEM gateway generates and error:

Web exception occured during Server certificate request: The underlying connection was closed: An unexpected error occurred on a send.

Site servers could be added to the gateway with no issues.  Only the SMP server would generate the error.   Wireshark traces showed the firewall would reset the connection.

Environment

ITMS 8.x

Cause

The firewall rule had a bad IP address for the SMP server.   

Resolution

Changing the firewall rule resolved the issue.
