Why does LAG/LACP negotiation take minutes longer with PacketShaper S-Series inline?

PacketShaper S-Series

If there is PacketShaper S-Series (v11.6.1.1 or previous) inline in an LAG/LACP (Link Aggregation Group/Link Aggregation Control Protocol) environment, LAG/LACP negotiation takes minutes longer.

This bug has been fixed in v11.6.1.2 for all PacketShaper S-Series hardware problems except for the PS-S200 platform on-board NIC ports. According to the hardware limitation, PS-S200 on-board NICs still have this problem even with v11.6.1.2 (or later).
