What does "Warning: Empty layer removed" mean when installing Edge SWG policy?

Issue/Introduction

When installing the policy on the Edge SWG (ProxySG) appliance you see a warning message similar to the following:

There were 0 errors and 2 warning.

Environment

Proxy 7.4.4.1

Cause

A policy layer has no rules added, or all rules in the layer are disabled.

Resolution

Delete the layer with no rules or enable at least one rule in the layer to eliminate the warning.
