Resolution

CA Top Secret 16.0 PTF RO98297 introduced an enhancement that support forcing users to sign on with only a password phrase.

To provide this support at the user level, by facility, or globally, the product now includes a user ACID attribute (PHRASEONLY), FACILITY suboption (PHRASEONLY), and a global control option (PHRASEONLY).
