The NPM96x0 supports only 1 Gbps and 10 Gbps port speedsOn an NPM-9610 or an NPM-9650, 10 Mbps or 100 Mbps links to adjacent devices will not achieve link status even though the SFPs are the same for 10 Mbps/100 Mbps/1 Gbps on the NPM86xx.

Resolution
The NPM-96x0 does not support 10 Mbps or 100 Mbps link speed even though the CLI allows configuration of such speed.
The NPM-96x0 only supports 1 Gbps & 10 Gbps link speeds depending upon SFP/XFP transceiver type.
