The `peer dictionary-regulation' event log message is generated when the ProxySG receives notification that a peer is entering byte-cache dictionary regulation mode. This happens when there is insufficient hard drive space for writing new data to the byte-cache dictionary, so the peers enter read-only byte-caching mode. The "Peer CL" indicates that the peer is a ProxyClient; the client machine that the ProxyClient is running on has insurfficient local disk space.
