The Cacheflow has a metric called the "Resource Load".  Resource Load is a composite metric that includes several components that affect how much sustained traffic the Cacheflow can take.  If the Resource Load  reaches 100% then the Cacheflow cannot take any more traffic and the resource overload actions will apply.  The components that make up the "Resource Load" contain but are not limited to CPU utilization(across all CPUs), memory utilization, and the amount  of traffic being processed.
