PacketShapers without a control (shaping) license do not allow shaping to be enabled. However, there are still options for policies and partitions. What is the effect of applying policies and partitions?
Policies and partitions can be assigned to traffic classes on PacketShapers without a shaping license. However, without shaping capability, they're not actively enforced.
One feature that you might find useful when graphing is the checkbox Include Link and Partition Sizes in Rate Graphs. Selecting this checkbox will allow you to compare actual usage with partition size (keep in mind, though, that the partition cannot be enforced without shaping).
