TCP NewReno support and the ProxySG

NewReno helps in cases where there is a lossy network, i.e if there are lots of packets being dropped. If NewReno is not enabled, then the time taken to retransmit a lost packet can be large if the RTT is large. NewReno detects that too many packets are being dropped and starts retransmits earlier hence reducing latency. This improves performance in ISP environments with dial-up users. It does not come into play unless packets are being dropped and in those cases it helps.
Note: In cases where someone is using a satellite Internet connection, this feature should be turned off, as high latencies are expected in those environments, and more aggressive re-transmit's exacerbate the problem.
