ProxySG does not response to ICMP request number 200 when sent within 1 sec

Issue/Introduction

ProxySG replies the first 199 request and ignore request number 200 and replies the next 199 and so on. This is in fact by design and expected as a security feature. The ICMP packets are rate limited to 200 pps by default. This feature is enabled by default and is not configurable.
