Is it possible to return an exception for an HTTPS connection without turning on interception?

Issue/Introduction

Unfortunately it is not possible for the ProxySG to return an exception (custom deny message) for an HTTPS connection if interception is turned off.  

Cause

In order to be able to serve up the exception page, the ProxySG has to decrypt the first request from the user, and as this is not possible when SSL interception is not enabled, the ProxySG will not be able issue an HTML notification page.
