Regressing a failed CM upgrade we are getting permissions failures

Issue/Introduction

Since regressing a failed upgrade we are getting permissions failures

We attempted to upgrade from CM but had to regress. 

Since clearing Y2SYCM library and performing a RSTLIB we seem to have lost a lot of private authorities. 

Is there a command that can reset the authorities back to default for CM / CR?

Environment

CA 2E 8.7 and higher with Implementer

Resolution

You can log on as QSECOFR and run the IGRTAUT command over all programs in Y2SYCM to get CM back to its authorities.
