The option is found in the Configuration Tab -> Access Logging -> Logs -> Upload Client.
How does that interact with the Configuration Tab -> Access Logging -> Logs -> Upload Schedule section?
How does the "Send partial buffer after N seconds" option interact with an Access Log's Upload Schedule?

Resolution

The setting referred to above is only valid under the following circumstances:

1.)  Continuous upload method is selected
2.)  The file type is text.

If using a periodic upload or  a gzip upload, then the time interval set in the "Send partial buffer after N seconds" is not honored.

NOTE:  The continuous upload method is found by going to the Management Console (https://ip.address.of.sg:8082) Configuration tab > Access Logging > Logs > Upload Schedule.  You will change it from periodic to continuous.  If this is set to periodic and you have continuous uploads, please see Article ID: 165321 titled "Access logs start unwanted early uploads or small log files are constantly uploading".
