How does plugin prescribe mechanism work between PolicyCenter and Packetshapers

Issue/Introduction

   When a configuration inherited by a Packetshaper is changed, the Packetshaper will also detect the change in plugins and download the necessary files from PolicyCenter. The download is done via HTTP or HTTPS depending on the packetshaper's configuration. If the Packetshaper can't connect to Policycenter, it will retry after 1 minute and then double the delay at every attempt until it reaches 1 hour (1, 2, 4, 8, 16, 30, 60 minutes) at which point it will try every hour.
