Error 164 when decrypting a file that was encrypted with a signed key

PGP Command Line 10.4 build 123
Getting an error 164 indicating that the signing key cannot be verified when decrypting a file.
The file is decrypted but the signing key cannot be verified.

Cause

The key ID of the signing key does not match the key ID of the public key the sender provided the recipient.

Resolution

The sender needs to provide the recipient the public key of the correct signing key pair.
