WinPE10 stops and hangs are the Windows splash screen while trying to boot

Issue/Introduction

While trying to load a computer into WinPE10 it hangs at the Windows splash screen.

Environment

GSS 3.x using WinPE10

We've seen this with older Dell Optiplex machines so far but this may apply to many older machines.

Cause

This issue is caused by a HAL issue.  Drivers or a piece of hardware that isn't compatible with the drivers are trying to load.
 

Resolution

When using WinPE10 on older systems, say 3 to 8 years old it is better to use an older version of WinPE.  Try downloading WinPE5.x or WinPE4 and build a boot option using one of them.  Greater success is seen with older machines.
