Error 1722 during upgrade and "Operation is not supported" from installutil

Issue/Introduction

During the upgrade of SMP from 7.6 to 8.0 it failed on Task Management while uninstalling the previous version. Error 1722 from installer.

When looking through the msi logs it failed on the installutil.exe when removing the ctdataload.exe.

Manually running the install util.exe produces Operation is not supported. (Exception from HRESULT: 0x80131515)

Environment

Windows 2012
SMP 7.6 and 8.0

Cause

Windows security had blocked the ctdataloade.exe.

Resolution

While on the server open file explorer and browse to the ctdataload.exe then right click and select properties. Under properties select the option to unblock (the unblock option will only be there if it is blocked).
