Cause

If the installer, whether for an upgrade or uninstall, calls Windows Restart Manager to restart processes that may have hooks or holds on files used by the application, the Symantec Management Agent service will respond and restart.

Resolution

This is working as intended when Restart Manager asks the SMA service to restart. Suppress Restart Manager via the command-line to avoid this.
