When you attempt to logon the Symantec Endpoint Protection Manager (SEPM) you receive the error message "Failed to connect to server"

During Microsoft SQL Server updates, (ie. Microsoft KB update), the databases are locked and remain locked until the SQL Server is rebooted.
SEPM SQL database is not available or offline and requires SQL Server be rebooted to unlock the database.
Reboot SQL server and SEPM services and attempt to logon again.
