Unable to partition thumb drives in SEE 11.1.0

Issue/Introduction

After upgrading from SEE 8.2.1 MP15 to SEE 11.1.0 they can no longer partition thumb drives.
They use "diskpart" to partition the thumb drives.
When they attempt to do so it throws an error telling them to check the Event logs.
The Event logs show the following; " Applications are not allowed to partition the disk after Drive Encryption installation.".

Event ID - 3162, Level - Error, Applications not allowed to partition disk after DE installation.

Cause

Development found an issue with SEE 11.1.0 that caused this issue.

Resolution

Upgrade SEE to 11.1.1 or higher.

Fix:Allow Disk management on non-instrumented disks.
