OMVS Segment not being added automatically for users without it.

Issue/Introduction

Client has CA Top Secret to create an OMVS segment for users without an OMVS segment, but it is not being created.

Client implemented Knowledge document TEC601436 which adds an OMVS segment to users without it automatically, but it is not working. Users without an OMVS segment is not getting assigned one.
