When creating an upgrade package and a user is provisioned for layer version X, on a client machine the layer will go to 100% and disabled.
in the _AC logs you will see messages that look like the following:

The layers edit flag was set to enabled after compiling in Virtual Composer.
Symantec is aware of this issue and has resolved it with 7.5.SP1 HF8
