Symantec Endpoint Protection clients receive full content instead of delta files

Issue/Introduction

Symantec Endpoint Protection clients download large content updates that are almost the same size of full.zips instead of a smaller incremental delta update. This may result in higher than normal network bandwidth utilization between the manager and the clients.  Additionally the disk space used by the manager increases with a greater number of files (SymDelta_xxx) and folders in "C:\Users\semsrv\AppData\Local\Temp\".
