Issue/Introduction

Can a "user" data set be concatenated above the CA-maintained data sets for the SUMMDEFS, JOINDEFS and DELTADEF DDs?

Yes, they can. The file definition in JCL has higher priority than the parameter value in the VKGPARMS member.
The value from VKGPARMS should be used only if the appropriate DD-name is not specified.
