Windows Firewall is allowed for any port however unable to telnet to Agent on 5601

Issue/Introduction

CCS manager machine to Agent machine telnet on port 5601 fails, telnet for other ports like 3389,135,etc. is working.
On CCS agent machine executing the telnet to agent machine itself on port 5601, working without any issue.
 

On CCS Manager Machine.
C:\Users\ccs_admin>telnet 
agent_name 5601
Connecting To agent_name...Could not open connection to the host, on port 5601 : Connect failed

Cause

Windows Advanced Firewall rule was configured/added for CCS AgentConfiguration.exe instead and esmagent.exe.
 

Resolution

Edit Windows Advanced Firewall rule, remove program "C:\Program Files (x86)\Symantec\CCS\Reporting and Analytics\ESM\bin\w8s-ix64\AgentConfiguration.exe" and add "C:\Program Files (x86)\Symantec\CCS\Reporting and Analytics\ESM\bin\w8s-ix64\esmagent.exe".
