Symantec Installation Manager (SIM) Pops up certificate error during installation

Issue/Introduction

While installing Symantec Management Platform/Client Management Suit/ ITMS on fresh OS Windows 2008 R2 and SIM 7.6.
Error message pops on Notification Server Configuration page. (Screenshot attached)
There is no certificate installed.
  Error Creating Certificate: An Internal error occurred.

Cause

The installation is searching for certificate.

Resolution

1. Open IIS Manager.

2. In Features view, double-click Server Certificates.

3. In the Actions pane, click Create Self-Signed Certificate.

4. On the Create Self-Signed Certificate page, type a friendly name for the certificate in the Specify a friendly name for the certificate box, and then click OK
