Upgrade SMP 7.6 fails installing altiris_discoverytasks_7_6_x64.msi: Failed with result InstallFailure. Error 1722

Issue/Introduction

Unable to upgrade from AMS 7.1 to AMS 7.6.  Fails installing altiris_discoverytasks_7_6_x64.msi.

Multiple errors:

Install logs show: 
Install failure while installing (Package: DiscoveryTasks x64) 7.6.1383 {0c76f74e-6260-496b-a66f-1315556b35af} http://www.solutionsam.com/solutions/7_6/smp/7_6_rtm/x64 (in product Symantec Management Platform 7.6).  Windows Installer API return code: 1603.

UI shows:
Error 1722.  There is a problem with this Windows Installer package.  A program run as part of the setup did not finish as expected.  Contact your support personnel or package vendor.

verbose msi logging shows:

Windows event logs show:
Activation context generation failed for "P:\Program Files\Altirsi\DiscoveryTasks\BwNetScope_x64.dll".  Dependent Assembly Microsoft.VC90.CRT, processorArchitecture="amd64",publicKeyToken="1fc8b3b9a1e18eb",type="win32",version="9.0.30729.6161" could not be found. Please use sxstrace.exe for detailed diagnosis.

Cause

Network Discovery Solution has a dependancy on Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package.
