After the upgrade to HF4 or HF3 the customers are no longer able to edit or
create a detection rule for a software resource. When they try to do so they
receive the generic "Symantec Management Server Error - Internal server error"
pop-up message.
Open a software resource for editing.
On the "Rules" tab click either the edit icon or the "New" icon.
It immediately throws the generic "Symantec Management Server Error" pop-up.
Or, in a Managed Software Delivery Policy click on the detection rule link.
It immediately throws the generic "Symantec Management Server Error" pop-up.
When you create a new software resource it will create the default detection
rule without error.
Nothing in the a.logs.

Problem is caused by missing C:\Program Files\Altiris\SoftwareManagement\Web\PackageRuleManagement\Bin\Altiris.PackageRuleManagement.Web.dll
Note that you should log onto the SMP as the Application Identity account to run the command.
