Cause

Even though the customer had disabled/deleted the associated policy and software resource for the packages the actual software package was still present on the Parent NS under Manage>All Resources>Package. This was causing the package to show up in the Package Server UI, even though it had no policy and took up virtually no disk space.

Resolution

Verified that the policy associated with a software resource was either gone or disabled, and if so, went to Manage>All Resources>Package, found the package and delete it from the Console. The PS will see this change when it updates it's configuration next. A manual update of configuration will speed up this process.
