Symantec is aware of the issue and this article will be updated as new information becomes available.
Workaround: Select "New Package Deployment" instead of the Communication Update Package choice and click "Next." Select a Windows package from the drop-down in next dialog and then click "Back." Choose the radio button to Create a Communication Update Package for a Windows client and client "Next" and then the procedure will behave as expected.
