Cause

The problem is caused by "HASP License Manager" service on the Windows 7 client PC - SCM returns an invalid startup type for it when SMA is building the basic inventory. This causes the Symantec Management Agent unhandled exception. 
 

Resolution

 Try disabling the "HASP License Manager" to see if this helps.
