Policy Configuration: "Match On" selection ignored on the Endpoint

Issue/Introduction

 The Envelope/Body/Attachment exclusion checkboxes do not work on the agent.  They only work only on the server.

Resolution

This is as designed.  On the endpoint we ignore the "Match On: Envelope, Body, Attachments" selection and match on all components.
