It is not possible to skip a major release during an upgrade.
This document details the possible upgrade paths for Data Loss Prevention (DLP) releases.
What are the possible upgrade paths for DLP?
Begining in DLP 12.0, operating system support for Enforce and Detection servers changed to include only 64bit platforms. Review the System Requirements and Compatibility guide for the targeted DLP version prior to upgrade.
Major releases may be upgaded to the next major release.
