"Does Windows Local Administrator password change have any affect on DLP Enforcer/Detection server?"

Resolution

If there is a change in the windows server local administrator password, it has no effect on DLP Enforce/Detection servers. DLP uses a different Administrator password which is specified at the time of installation and stored in the DLP database.

Change of DLP Administrator password, or of the "protect" user password which is the default user account used by DLP to connect to Oracle database, can have an effect on the Enforce server connection to the database, but not the change of password of the local administrator account.
