100% CPU usage on Client systems, while Server shows No rows returned by spPMWin_GetConfigInfoForSoftwareUpdate

Issue/Introduction

Clients appear to be using 100% CPU usage while trying to download Patch Packages.  The ClientPolicy.XML file shows the affected Patch Policies as an incomplete.  Also Package Servers show on the Package Server tab that multiple updates don't show a Package name.

Cause

Package Server had two installed Site Server services.

Resolution

Deleted the the duplicate Site Server Service on the package server.  This allowed the incorrect packages to download correctly and stopped the clients from retrying to download the problem packages.
