Cannot browse or boot from USB drives using Symantec Endpoint Recovery Tool 2014

After booting a DVD created from Symantec Endpoint Recovery Tool 2014 ISO there is an option to "Browse for Virus Definitions" to load most recent definitions from disk. See technical article How To Use the Symantec Endpoint Recovery Tool with the Latest Virus Definitions. But the browser will not display USB drives.

A bootable USB drive created from the ISO also will not boot. See How to make the Symantec Endpoint Recovery Tool boot from a USB memory stick. The boot process hangs at an empty desktop, or error is displayed: "Bootable Recovery Tool Failed to Launch. Required file not found. Program will exit. (ERR-0001)"

Cause

Resolution

If the target machine has internet access, new definitions are automatically downloaded by the Symantec Endpoint Recovery Tool before running a scan. It is also possible to modify the SERT .iso file to include a .jdb file containing the latest definitions, prior to that .iso being burned to a disc.  See the article referenced below for details.
