Error: "Configuration of IIS website for cloud-enabled management agent connections failed"

Issue/Introduction

When using the console to create the Cloud-enabled Management web site it fails to create the web site.

The console displays the error:

Configuration of IIS website for cloud-enabled management agent connections failed. See log for more details

The logs show:

Environment

ITMS 8.x

Cause

If the task service has been removed from the Notification Server you can't create the CEM website. 

Resolution

Add the task service to the SMP server and you should be able to create the CEM website.  See screenshot.
