Cause

Java certificate used to sign the Jar file is expired and strict Java security settings.

Resolution

Upgrade to ITMS 7.1 Sp2 MP1 v9 or higher (See HOWTO81832)

or

Disable Mixed Code signing verification in the Java Control Panel - Advanced tab.

If this does not resolve the issue, you can also try lowering the Java Security level from High to Medium in the Java Control Panel.

Restart the browser for the changes to take affect.
