Resolution

WinPE is the best way to troubleshoot systems.  For more information on this, see the following article:

You can create newer WinPE versions of recovery disks with older versions of PGP with the processes listed in the article above, but compatibility cannot be guaranteed with out-of-support versions of PGP.
