Resolution

This issue is fixed in Symantec Endpoint Protection 12.1 Release Update 4 (SEP 12.1.4).  Please upgrade to take advantage of this and many other important enhancements and improvements.

In case it is not immediately possible to upgrade, there is a known workaround.  Recreate the reports/notification created by the account to be deleted using the built-in admin account. Delete the account without keeping the reports/notifications.
