When installing SMP using Symantec Installation Manager if the regional settings of the server are set to spanish the readiness check fails with an ASP.NET_SP3 Error.
The following errors can be found in the SIM Logs: C:\Users\%UserName%\AppData\Local\Temp\SIM Logs

This issue has been reported to the Symantec Development team. A fix should be provided in a future release.
There is a workaround for this issue:
1. Go to Control Panel --> Clock,Language, and Region --> Region and Language --> Formats tab
- Under 'Format:' change the language to English (United States) and hit ok
- Now you should be able to install SMP using SIM without getting the ASP.NET_SP3 error
- After the platform is installed you can set the language back to Spanish if needed
