Here are the questions:
1) Once QUIESCED, do I need to change the startup parm to Quiesce to ensure ESP does not start after the IPLs?
2) Any issues with work running on the distributed platform, not being able to talk to ESP for HOURS?

Answers:
1) No. ESP will stay in quiesce mode until Restart is issued.
2) Agent wobs keep running and agent retries to connect to ESP until it's able to send over the data.
