CCS Data Collection job workflow (for Data Collector: Windows - Information Server) fails with error "The system cannot find the path specified. (Error Code: 3)" discarding all previously collected data. Subsequently, all Evaluation jobs for Assets in Data Collection job workflow report 0% compliance.

The Windows TextFileContent data source was reporting a collection error as message level= Error. By design, when the Data Processing Service (DPS) receives a message level = Error, it rejects all data collected. Most data sources are designed to report errors during data collection as message level = Warning to retain other data collected during job workflow. After modifying TextFileContent data source to report errors during data collection as "Warning" the Data Collection jobs will retain data that is collected successfully.
Apply CCS Data Collector Quick Fix QF20503 to resolve the issue.
NOTE: Before you apply Quick Fix 20503, ensure that you have installed Symantec Control Compliance Suite (Data Collector) v10.5.1 with 2012-3 Update.
