There might be duplicate entries in the consumer policies due to migration errors which cause unexpected behavior.
It was for example reported that client enrollment might fail (due to duplicate "keySize" and "preferredHash" flag in database).
It was also seen that the email messaging feature was enabled in the Universal Server web interface but disabled in the PGP Desktop client PGPprefs.xml. (due to duplicate "disableFeatureEmailMessaging" flags in database).
Errors like the following might be visible in the Universal logs:
Multiple preferences (2) for 'keySize' found on the platform 0. Possible data corruption.
Multiple preferences (2) for 'preferredHash' found on the platform 0. Possible data corruption.
Multiple preferences (2) for 'secureReplyLifeSpan' found on the platform 0. Possible data corruption.
Multiple preferences (2) for 'enableDiscardOldSecureReplyInfo' found on the platform 0. Possible data corruption.
Missing constraints in the server database allowed duplicate entries to be created during an upgrade.

This issue was previously observed to be fixed in Symantec Encryption Management Server 3.3.0 MP1 (Build 9060), however a new condition was discovered that produces this same error that is now being reviewed.
