The Symantec Management agent would shut down on all of the computers in the environment after approximately 20-30 seconds of starting up.
There were no external errors that could be found on the agent computers such as specific errors in the agent logs or in windows event logs.
The issue was caused by the PCA plugin. It was trying to pass through more information than could be handled and caused the SMP agent to terminate. The information being passed was the number of PCA users referenced in the PCA configuration policy. The number was over 160 users and it was trying pass the information through all at one time.
Instead of trying to pass through a list of each user individually it was suggested that an Active Directory group be used. This resolved the problem with the Symantec Management agent shutting down unexpectedly.
