CA Client Automation allows you to create Software Based Policies to automate the deployment of Software.
next, you select a piece of Software and a Group to apply it to.
This will push out Software to an Agent when a certain criteria is met.
How to Create a Software based policy to deploy the AM and RC Agent Plugins
to Machines that have already been pushed the SD Agent and then to Reboot the machines ?
First create a Query that finds All machines that have an SD Agent installed but do not have an AM or RC Agent plugin installed.

Double click Computers – Expand General Information and select Agent Component –
Select SDAgent in the first drop down and either uncheck the version box or select the appropriate version and click OK.

Right click on Computers and users and select new – Group

Enter a name for the group and select the query Tab and select the query previously made and click OK.

Select the Evaluation Tab and check the Enable Add-hoc target evaluation.
