What do the values of the "UserActionState" column mean in the UserActions Table of the Database?

State value 
-------- --------- 
1         NEW (The user action is in progress (outstanding, i.e. are not submitted yet)) 
2         PENDING (The user action is in a pending zone (saved and waiting for submit)) 
3         SUBMITTED(The user has submitted a result for the action) 
4         ARCHIVED(The user action is no longer relevant.)
